USE OF TECHNOLOGY RESOURCES IN INSTRUCTION

Code IJNDB Issued 10/02

Purpose: To establish the board's vision and the basic structure for the use of technology resources in instruction.

The Internet can provide a vast collection of educational resources for students and employees. It is a global network that makes it impossible to control all available information. Because information appears, disappears and changes constantly, it is not possible to predict or control what students may locate. The school district makes no guarantees as to the accuracy of information received on the Internet. Although students will be under teacher supervision while on the network, it is not possible to constantly monitor individual students and what they are accessing on the network. Some students might encounter information that is not of educational value.

Accessing inappropriate sites

Student Internet activities will be monitored by the district to ensure students are not accessing inappropriate sites that have visual depictions that include obscenity, child pornography or are harmful to minors. The school district will use technology protection measures to protect students from inappropriate access.

The district will provide reasonable notice of and at least one public hearing or meeting to address and communicate its Internet safety measures.

District and school computer technicians who are working with a computer and come across sexually explicit images of children must report this to local law enforcement. The report must include the name and address of the owner or person in possession of the computer.

EMPLOYEE E-MAIL AND VOICE MAIL MONITORING

Code G B E BAA* 1,,.,d 5/02

Purpose: To establish the basic structure for monitoring use of e-mail and voice mail by staff.

Anderson County School District will monitor e-mail and voice mail messages and may disclose the content of e-mail and voice mail messages, even after they have been deleted, when, in the district's sole discretion, there is a business need to do so. Employees should not expect that e-mail or voice mail messages, even those marked as personal or accessed by a personal ID, are private or confidential.

E-mail and voice mail should be used only for business purposes. Occasional personal use is permitted, but the district reserves the right to monitor personal use to the same extent that it monitors business use.

The district's communication systems should not be used to set up or run a personal business; transmit offensive, derogatory, obscene or illegal materials; or download such material from the Internet. Violation of this rule is grounds for termination.

Employees should exercise the same restraint and caution in drafting and transmitting e-mail messages as when writing a formal memorandum on district or school letterhead. Users should assume that messages will be saved and reviewed by someone other than the original addressee.

Employees should not communicate confidential information via e-mail. Use by employees of the district's communication systems constitutes consent to monitoring.

Employees will delete all e-mail messages from their accounts prior to the end of the day on the last Friday of each month, except for those messages which require a response. E-mail messages that require a response should be saved under the "saved" function prior to the deletion of messages. Any e-mail messages which employees would like to save for future reference should be printed and saved as a hard copy rather than on the district's e-mail system. In order to ensure that messages are permanently deleted from each account, employees should also utilize the appropriate function on their computers on the last Friday of each month.

Continued use of the system is conditioned on acceptance of and strict adherence to the district's policy. Failure to adhere to the policy's requirements may result in discipline or dismissal.

Enforcement guidelines

The district implementation announcement will be sent to all employees. The principal/supervisor of each school/site will be charged with monitoring responsibilities to ensure that monitoring is consistent and carried out according to guidelines. The director of technology is authorized to approve minor departures from the monitoring policy with the approval of the superintendent.

The district will also provide training to each of its employees regarding the proper deletion of messages from e-mail accounts.
